Minister for Justice Simon Harris announced closure of IIP effective close of business on 15 February 2023. Applications submitted before that date continue to process. Ireland cited EU Commission, Council of Europe, and OECD concerns about investor migration.

Existing IIP investments continue to be honored at original investment terms; renewals proceed. EUR 1.25 billion+ raised over program lifetime.
- 2026
No new investor visa announced. Ireland's other pathways: Start-up Entrepreneur Programme (STEP, EUR 50K), critical-skills employment, EU Treaty rights, descent (jure sanguinis).
Notes
Closed program documented for completeness. Ireland's STEP entrepreneur visa (EUR 50K) remains active but is targeted at innovative startups, not passive investors. Ireland's lack of Schengen membership and remittance-basis tax regime were always distinctive; closure removed one of the EU's most prestigious investor-citizenship pipelines (5-year naturalisation in the EU's strongest passport with English language).
