Recent changes

  1. 2018

VIPER (Visto de Residência Permanente por Investimento) introduced under Migration Law 13.445/2017.

  2. 2023

Tiered real-estate thresholds based on municipal HDI introduced — incentivizing investment outside São Paulo/Rio.

  3. 2024

Brazilian CFC rules enacted — Brazilian tax residents now taxed on offshore holding company income, attribute closure on foreign trusts.

  4. 2026

VIPER stable; processing 2-6 months typical. Demand growing from US, Portugal, Argentina (during prior crises).

Notes

VIPER is Latin America's most accessible PR-by-investment program after Paraguay — BRL 700K (~USD 140K) real-estate or USD 100K business gets immediate permanent residency. Citizenship in 4 years for Lusophone-speaking applicants (with effective Portuguese-language test). Brazilian passport is genuinely strong (173 visa-free, Schengen, UK). Tax: worldwide income exposure once tax-resident, plus 2024 CFC rules — careful structuring needed. Central Bank currency registration is non-negotiable.
