  1. 2024

EU-Andorra Association Agreement negotiations advanced; Andorra to harmonize on certain capital flows but retain low-tax structure.

  2. 2026-01-22

Parliament approved new residence law: Passive residency investment threshold raised from EUR 600,000 to EUR 1,000,000 with EUR 400,000 Housing Fund alternative. Refundable INAF deposit (EUR 47,500) eliminated in favor of non-refundable state fees. Existing residents grandfathered at old terms.

Notes

Andorra is a niche low-tax microstate — 10% flat PIT, no wealth, no inheritance. Catalan is the official language (Spanish/French widely spoken). The 2026 reform raised the passive-residency entry to EUR 1M, narrowing the field to genuinely affluent applicants. NOT EU, NOT Schengen (but accessible only via France/Spain — practically Schengen-adjacent). Citizenship in 20 years with renunciation is rarely sought. Best for tax-optimizing Spanish/French HNWIs and crypto-traders given lenient digital-asset treatment. Skiing/Pyrenees lifestyle a key draw.
