Income requirements

  • Monthly minimum (USD): $5K
  • Monthly minimum (native): 4,500 EUR

6 months of bank statements + employment/contractor agreements proving the threshold pre-tax

EUR 4,500/month gross of tax for the 6 months preceding application (raised from EUR 3,504 in 2023; from EUR 4,500 in 2024). Per Estonian Police and Border Guard Board (PPA).

Tax treatment

  • Becomes tax resident: After 183 days in Estonia in 12-month period
  • Flat-rate regime: 22%
  • Special regime: None for DNV; e-Residency is a separate digital business identity, NOT residency or tax residency
  • Foreign income: If tax-resident: worldwide income at 22% flat (rises to 22% from 20% in 2025). If non-resident: only Estonian-source income.

DNV is just a 1-year visa — does NOT confer residency. Easy NOT to trigger tax residency by staying <183 days. e-Residency (entirely separate) lets non-residents own/operate an Estonian OÜ but does not affect personal tax residency.

DNV time does NOT count toward 8-year naturalization. Naturalization requires PR + 8 years + B1 Estonian. Dual citizenship NOT allowed by Estonia (must renounce US citizenship — Estonia does not enforce post-naturalization).

Notes

Estonia DNV is short — max 1 year, non-renewable, NO path to PR/citizenship. Best for true nomads who want EU Schengen base for one year. e-Residency is a separate digital identity for owning an Estonian company (no immigration value).
