Notes
Nauru previously ran a short-lived CBI in 1990s that was shut down for money-laundering issues. The 2025 ECRCP is a fresh, climate-themed program with Henley & Partners as exclusive concessionaire. Cheapest 'tier-1' CBI globally. Climate-finance angle (proceeds fund seawall, climate-resilience infrastructure) positions it differently than legacy Caribbean donations. Passport mobility is weakest among Caribbean/Oceania CBI peers — primary value is low cost + tax neutrality + UK visa-free retained. Not yet rated on Henley Index (program too new for full data).
