Investment options

Business

Hold for 2 years

EUR 200,000 investment in a private investment fund established under North Macedonian law, held for minimum 2 years. NOTE: This option, introduced in 2021, has had essentially zero approvals documented to date — its practical viability is uncertain.

Business

Direct business investment of EUR 400,000 in new facilities (excluding shopping malls and restaurants). Must employ at least 10 North Macedonian workers on indefinite contracts for minimum 1 year.

Additional fees

  • Agent/legal (est.): $25K

Published fee schedule is minimal — program operates on a discretionary case-by-case basis. Agent fees vary widely. Annual cap of 1,000 applications.

Family inclusion

  • Spouse: Yes
  • Children under 18: Yes
  • Siblings: No

Spouse and dependent children. Adult dependents typically excluded. Detailed regulations are sparse.

Tax implications

  • Worldwide income taxed: Yes
  • Tax residency required: No

North Macedonia taxes residents on worldwide income at a flat 10% rate (one of Europe's lowest). Citizenship alone does not create tax residency. EU candidate country — eventual EU accession could enhance passport value.

Eligibility requirements

  • Minimum age 18
  • Clean criminal record
  • Documented legal source of funds
  • Investment must be maintained for required period
  • Approval by Council for Determining the Special Economic Interest

Disqualifiers

  • Criminal record
  • Security risk
  • Investment in prohibited sectors (shopping malls, restaurants)

Recent changes

  1. 2021

Program legally introduced via amendments to the Law on Citizenship; first reported approvals 2022-2023.

  2. 2022-2025

Very low approval rates; the EUR 200,000 fund option in particular has seen essentially no successful applicants. EU candidate-status pressure has kept program low-profile.

Notes

PROCEED WITH CAUTION: While legally on the books, North Macedonia's CBI is functionally semi-dormant. Few/no approvals are publicly documented for the EUR 200k option. EU candidate status creates political tension — Brussels has criticized Western Balkan CBI programs. For Schengen-access seeking investors, this is unreliable; Turkish CBI + future Schengen path is more predictable. Listed as 'active' on paper, but realistically use 'proposed/inactive in practice' interpretation.
