Program closed end of 2022 by sunset clause. Closure was driven by EU pressure ahead of Montenegro's EU accession negotiations. No replacement CBI. Montenegro's Permanent Residence by Real Estate remains; ordinary naturalization requires 10 years residence + Montenegrin language proficiency.
