    1. 2020-11-01

      Cyprus Investment Programme closed following an Al Jazeera 'Cyprus Papers' investigative report exposing serious due diligence failures and corruption. EU Commission infringement proceedings followed.

    2. 2021-2023

      Audit and revocation proceedings initiated against ~200+ previously issued passports; some passports stripped.

    Program officially closed November 2020. No replacement CBI exists. Cyprus continues to offer the Cyprus Permanent Residence Programme by Investment (EUR 300,000 real estate) — a residency route, NOT citizenship. Listed here for completeness and to flag the EU's broader anti-CBI trajectory.
